I asume he's talking about the mounting point at the base of the main hoop leg...... in which case it would be mounted to the same spot that the Aus spec seatbelt is mounted to the inner sill section.
Guys, have a look at http://www.mmsport.com.au/Roll_Cage_Fabrication.php and also at http://www.mmsport.com.au/image/2716/R32GTRRollCage005 This latter image shows a "reinforcing plate", as does http://www.mmsport.com.au/image/2717/R32GTRRollCage006 and also http://www.mmsport.com.au/image/2719/R32GTRRollCage008 Note that Vicroads only requires 30mm tube, whereas CAMS requires 44.2mm (inch and tree-quarter tube). Any road car I have ever put a cage into has had a CAMS spec cage (half or more lately a full cage) and I have never been hassled by Plod as they all come with a CAMS ROPS (Roll Over Protection System) certificate which has always been enough for VicPol. The web references are to Meridian Motor Sport - but you can also check out images at www.rollcages.com.au. If you wish to bolt your cage into the car, then a reinforcing plate is required on both sides of the bodywork - and work on 6" x 4" as a minimum, but you really do need someone with some structural engineering skills as a good friend of mine inverted his MG roadster at Philip Island 7 years ago and had the cage rear support "push through" the innner rear wheel arch as he had got the load angles wrong .... he finished up with the entire weight of the car on his helmet and crushed a vertebra as a conseqeunce - he was an exceedingly lucky bloke as he is still with us and retained all his faculties. So, it pays to be very deliberate in your design and also to source correct materials - paying a professional is usually a good idea, unless you are an engineer yourself, and then your have the required knowledge.
