got a call from a mate who has had his z sitting for a while picked it up drove it from newcastle to gosford drove the next day started to miss then would not start so two years later he calls me to check it out time is slow on the central coast.
pluged in consult it threw up the following

    code 13 temp sencor
    code 21 ingnition signal curcit

    mas air 0.48v
    thrtl pos 0.44v
    02 sencor 0.00v
    inj pulse 20.00 msec
    iacv-aac/v 0%

i think it may be the ptu

any input would be helpfull as he would like to get it running or if to expensive may well be acheap TT 2seater going.

Check ptu connections, if ok replace ptu.

swap the ptu for a known working one, after you've checked the connection.
Code 21 dose not point to the ptu directly, it means there's break in the ignition circuit, the ptu is only one (important) part off that circuit, the series 1 ptu does fail, or has been known to fail after 15-20 years.;)

Likely to be the PTU, just because you have 12V doesn't mean it's working.

each coilpack gets 12V and an earth signal but the most important is the signal from the PTU to the left hand pin on the coilpack. Here's a tech article on this.
