Tie Rod Ends There is actualy a tear in the rubber of one of them that i hadnt noticed, not sure if you can pick it up in the pic (its the top one).
I dont know much about it myself. From what i have found on Jap websites is that it converts your head lights from 9Volts to 15Volts or something similar. Makes your head lights brighter. It came with my front cut, and i have never used them.

Yes. Spacers are needed front and rear, these are included. as well as original Hex spanner to remove centre caps.
