Boost: is air being displaced by the turbo's into the engine at positve pressure where a Normally Aspirated (NA) uses the suction of the pistons moving down and valve timing to draw in the air. Positive pressure (boost) is attained when the exhaust driven turbine reaches enough speed to change the air going into the engine under negative pressure (vacuum) into positve pressure (boost) The more that passes by the AFM, the more fuel gets injected and more power.

To adjust boost: requires a device to restrict the amount of positve pressure the turbo's make reaching the wastegates to create more boost. Wastegates control the amount of exhaust gasses reaching the turbine wheel controlling the amount of boost it makes. Adjusting boost can be done through a boost controller either by a manually operated valve (MBC) or electronically controlled (EBC).

BOV's are used to release excess air pressure between the turbo's and the throttle bodies when you release the go pedal. THe BOV's you are considering a likely to be atmospheric, ie. the release the excess pressure to atmosphere where the stock BOV's release the air back into the inlet of the turbo's, these a more commonly refered to as recirc or plumb back valves but work the same.

I'm pretty sure there is an article on how turbochargers work in the technical section under A-Z index which will give you a much better understanding of what I have listed above.
