There is something wrong with the high beams on my car and i need to go for a blue slip tomorrow.

Will it pass without the high beams comming on?

parkers, and normal lights work fine.

    cheers

A blue slip proves roadworthiness of the vehicle does it not? Therefore common sense would say "yes, high beams MUST work"

    absolutely, 100%

It's a requirement for pinkslip and the blueslip is much more detailed.
