Is there anything else apart from timing belt slipping a notch which would cause the CAS to be fully advanced to set correct timing?

perhaps the timing belt being put in the wrong place to start with?

    Forgot to mention...

have been told the belt is all correct, but I'm not 100% convinced.

    a faulty neutral switch...

was affecting the timing in my car, and to have it at stock timing (15), I had to have the CAS slightly retarded so it looked more like 10-11 degree's.... but if yours is fully advanced I would say the belt is out by one tooth.

    Cheers
