I've removed the brackets for the actuators but don't see any reason for the other crap... any ideas????

I wouldn't know for sure but at a guess I would say they are for different actuator mounting positions. Just like our turbo's need to be 'clocked' to suit the zed car the acutators may need to be clocked to suit other vehicle(GTR etc)

Those brackets are there to provide lock pressure to the outter part of the housing.

When the outter is placed back there those brackets push down on the housing and stop it from rotating.

The Bracket with the actuator bend in it does the same thing but holds the actuator as well. I cut mine off and changed it into the same sort of bracket as the other two as I am using an external waste gate.

It works that way on the turbine housing, but the compressor

housing is held in place by the large snap rings.
