I assume it's related to wheel rotation and not suspension movement?? Since you have put new rotors on just check that they are not fouling on anything, calipers, stoneguards, brake lines etc. Another possibility - with new pads the pistons will be operating in a different point on their stroke and may not be returning as easily as before. This could be keeping the pads just touching the rotor.
