I dont believe that a spare is a requirement for a pink or even a blue slip atleast in NSW as I once got defected by a cop for not having a spare and when I took it to get it passed at a blue slip inspection station the guy just laughed and ticked it off without even looking at the car, saying "the cop obviously didnt know what he was talking about 'cause it says nothing about a spare tire in the regulations" I think its probably because it has nothing directly to do with the safety and drivability of the car.
The new VW golf bluemotion does not have a spare, for the record. therefore not a legal requirement I'd think.

yeah but like i said i also have been defected for it and the guy at the blue slip station who checked it off just laughed and said that its not defectable. Chances are the cop wouldnt know what he was talking about and just said what he thought was right. Its just like neons, back in the days of 2005-06 when i got my first car and i thought neons were cool i had neons all inside the car and under the car and everything, and i got defected and fined for it but there is nothing in the rta regulations that explicitly states that they are not allowed, so after that i thought that i would ask a few cops what their idea of the thing was, i asked 6 cops (at that stage i was working at a pizza place, they were regulars) but out of all 6 i got 4 different answers, 1 said 'they are allowed so long as they are only lighting up the ground and the tube cant be seen from the side of the car' 2 said 'they are allowed so long as they arent emergency colours or flashing.' 1 said 'they are not allowed to be used while the car is in motion but they are allowed to be on while the car is parked.' 2 said they didnt know. So I think that just proves that they just make up the rules as they go.
Not sure about NSW but in Victoria having a spare wheel in your car is NOT a roadworthy issue, but if there is a spare wheel in the car it MUST be properly mounted/secured and have enough tread. I had a spare wheel not properly secured in an old car and the mechanic just took it out of the car then passed the roady.
