Have you checked relay in fuse box (engine bay) for clicking?

You can go to your local Kmart and buy some silver adhesive vinyl.
Apply it to the top half of the headlight glass (or wherever needed to lower the glare). It will allow you to use your high beam while you are sorting out your low beam issue. You can still drive around during the day without looking like you have modified your headlights.

It means you head light relay is not switching the unenergised state for it is high beam.

    It could be a

    Faulty relay
    Faulty hi beam switch
Broken wire ( I've had this in the past where the wire broke in the fuse box leaving what looked like a kink in the wire

**** that sucks. Both sockets had power the other day but weren't earthing via the loom. The high/low reoay switches earths via the relay in the fuse box... Can you just ground the bulb to the body?
