The were installed to the engine, engine was put in engine bay and there is sat as the car wasnt complete. Pulled engine out and selling the bits. So as to brand new I would say NO, as to used in battle (Ie in driving/road use) the answer is YES. They are in as new condition, never done a real days work in their life.
