Not sure if anyone has come across this before, but on cold startups the engine cranks over rpm goes to 1200 or so then it drops almost to a stall, then picks up to normal idle again. Its a 95 Na manual always started in neutral. Have noticed it doing this for about 6 weeks or so.
Any suggestions? Or just ignore it?

Check your PTU connectors. Failing that, check your TPS maybe?

Vac leak or issue with the IACV/AAC is my guess.

I would hedge that this would be along the correct answer, I had the exact same symptoms when I had a few vac leaks, they affect the Air/Fuel Ratio as-well, so that's a bit of a loss in power to go with it, if you don't have access to a leak tester, cigar smoke blown into an inlet on the plenum can help you located them, or if you can't do that, try some soapy water.
