I have had a blue on of these on my car for 5 years(in NSW).......

and I have never had one single incident with the legality of it.
BTW, when the lights are off, my EL panel can be seen behind the 300ZX as a white logo (the panels only assume a colour when power is supplied to them.)
Factory option panels are green/aqua and cost around $1200 from Nissan, and they are not illegal.
