Allows the Shift Lock to operate????
Why not replace the fuse and see what happens(whether it "blows" again).
I assume your car is an Automatic, correct?

i know what you mean..its suposed to stop you from changing from park unless you have your foot on the brake ????
my wifes captiva has that lol
will chuck a fuse in it latter and see if it still works..
but wouldnt it be stuck in park with a blown fuse??

There are two possibilities, either it won't LOCK when a fuse is blown, OR, it won't UNLOCK when a fuse is blown(you will find the answer when you try a new fuse).

If blown, it won't allow you to move from P, unless you hold the little switch thingy down (the orange and black one on the lower front of the selector - sorry, couldn't find a photo)
