possible cause:

The "seizing" you describe is caused by a small checkvalve inside each lifter, to keep the oil inside the lifter and is normal.

The actual problem is caused by a problem in the design of the lifters themselves: inside the lifters is a small round plate between the lifterbody and the housing (left in the picture)
This plate has a small groove that is fed with oil through 2 VERY tiny pinhead holes on the far ends of the groove to create a thin layer of oil between the inside top of the lifter and the plate to prevent the ticking sound:



it could be, since you have a rebuild engine, that some leftover debris from the rebuild has found it's way into some lifters and clogged up the pinhead holes, causing it to tick.

I've already pulled them all apart and checked those pin holes

but they all looked ok with no blockage in them. The problem was that the telescopic bit inside was seized and wasn't taking up the lash hence the loud rattling noise.
