What your asking for is illegal. I think you mean a "reasonable" inspection station. Not sure how much they charge for what we call a pink slip in NSW but they are only $40. No-one is going to break the law for you for $40. What you will find is a guy who tells you all the things you have to change before he is comfortable putting his name to the car. This is what i mean by "reasonable". This is assuming you are talking about modifications not bald tyres and other defects. Sure hope you cant find a guy who passes that crap.

What would be wrong with your car for you to think it would be a hassle?

Whilst I'm in NSW. When my cars are due to be registered they only check to make sure there's no major fluid leaks (not leaving puddles as soon as it stops). or major play in steering. That the car brakes fine. Seat belts that lock when pulled (retracting back is not an issue) Horn, lights and wipers work and tire treads that are not legally bald.

Victoria sounds crap. If you changed out your seats ( simple job if you can borrow or have the standard seats ) wound up the coil overs a little, fitted a restrictor to your exhaust. You just need some plastic covers. i haven't looked at the 300 wheel well for a while but i just made new rubbers for my son's navara wheel wells as the original were torn. Can you possibly do something like that?

It all depends, once you find a lax workshop, you need to build a relationship with them and then they'll let those things slide. No one is going to write out a RWC and gloss over things to a first time customer. You might have better luck with recommendations from friends to suitable shops near you.

NSW might sound easier than VIC BUT.... ask the guys who get pulled over by the police what happens. I believe the inspection guys here are quite strict too, especially when going in for a Blue Slip which means they are even more pedantic.

What MikeZ32 said is spot on.

Agreed, when blue slips were first introduced a friends dad had a dead stock holden ute. Was missing just the top plastic off the door lock mechanism. Failed. Not sure if its got any better since.
